* Served as Division Commander as a Brigadier General then later promoted and federally recognized as a Major General.

** In wartime, the U.S. Army's Center of Military History (CMH) has more generals listed during wartime operations. Unlike in peace time, there can not be an "Acting" commander for more than a few days. The 28th Division also has these commanders firmly written in The Twenty Eight Division in The World War by Martin (28th Division Publishing Company, Harrisburg, PA).  Unlike in peacetime, when you have “acting positions”, in wartime there has to be a full time commander. Some are listed in the rolls of commanding general for just a few days.  Most would later again become the Commanding General of the Division.
